Indoor Track Season is in Full Swing - Can we build more facilities llke this one in Ireland?

Participation rates are on the rise in high school but facilities are lacking.  The sport of track and field is growing but the need for new facilities in the United States is lacking. Here is a new state of the art flat 200m track in Ireland, a country that has a profound economic recession.
